Roosevelt is trying to explain his simple philosophy of life. ‘Fill what’s empty’ can be perceived as the corners of your mind that yearns for knowledge. The ‘empty what’s full’ can be perceived as all the negativity your heart has stored and locked inside. And the funniest line “Scratch where it itches” is a simple connotation of the philosophy that do what needs to be done. Funny, but how accurate!
